The secret is fixed by its published hash before the round opens, and the blockhash mixed into the seed comes from after that, so no seed can be chosen once the entry list is known. What any operator of a system like this can still do is stop running it. That is why a halt is shown on the front page rather than left as a stuck countdown.

Your tickets divided by every ticket in the round. More holders means longer odds, and a wallet holding a large share of the supply holds a large share of the tickets.
